Odisha High Court Freezes Hockey India Elections — December 5 Polls Stayed
Indian hockey’s leadership fight just landed in court, and the elections are off for now.
The Odisha High Court stayed Hockey India’s executive committee elections on Friday. The polls were scheduled for December 5 to pick the federation’s office-bearers for the 2026-2030 term. A single-judge bench of Justice R.K. Pattnaik passed the interim order, and the next hearing is December 9.
The court didn’t stop at the elections. It also stayed Hockey India’s show-cause notice of October 7, which proposed downgrading the Hockey Association of Odisha from a permanent member to an associate member. The election schedule approved at Hockey India’s 119th and 120th Executive Board meetings was stayed too.
Why Odisha went to court
The Hockey Association of Odisha filed the writ petition, challenging the minutes of the 120th Executive Body meeting held on October 6 and the show-cause notice that followed a day later. Its core argument is simple: the current Hockey India Executive Committee’s term already expired on September 30, so it had no authority to issue the notice or fix an election date.
Hockey India had raised eight grounds against the state association, including serious deficiencies in the functioning of its 30 district units. The federation’s case is that key posts like president and secretary in all 30 district associations are held ex officio by administrative officials, including District Magistrates and Sub-Collectors, instead of being filled through elections. It also says none of the district units submitted election notices, minutes or results to prove their governing bodies were properly constituted.
Odisha’s side also pointed to the Centre’s advice to federations to defer polls till December 31, and to incomplete district-level elections. During the hearing, Odisha’s Advocate General drew the court’s attention to the state’s sponsorship of Indian hockey. Odisha has backed the national teams since 2018 and is committed to doing so until 2036, so this isn’t a small administrative spat. It’s a fight with the sport’s biggest backer.
The court issued notices to the Union of India and Hockey India, directing replies within seven days.
A federation at war with itself
This didn’t come out of nowhere. Hockey India is in the middle of an open power struggle between president Dilip Tirkey and secretary general Bhola Nath Singh, and the differences over administrative decisions and how meetings are run have been spilling into public view for months.
The rift first broke cover after the Indian teams’ jersey colour was changed from traditional blue to saffron ahead of the FIH World Cup in August. Tirkey said the decision was taken without his knowledge or the Executive Board’s approval. Bhola Nath contradicted him, claiming the president knew about it. It escalated from there. Tirkey issued a show-cause notice to Hockey India Director General Cdr R.K. Srivastava on eight grounds and stripped him of his responsibilities. Bhola Nath questioned whether that was even legal. Tirkey also objected to the 120th Executive Committee meeting being convened by Bhola Nath, saying it happened without his prior approval or consultation.
And now the courts have stepped in, a day after India lifted the Asian Champions Trophy in Mohali and weeks before the international calendar turns to the Pro League season.
For our money, the timing is the worst part. India are coming off a sixth ACT title, Harmanpreet Singh is in the form of his life, and the build to the Los Angeles Olympics is supposed to be the story. Instead, the federation that runs the sport can’t even agree on who gets to call a meeting, and a High Court has had to press pause on its elections. The December 9 hearing is now the date that matters. Watch for Hockey India’s response, and whether December 5 gets formally rescheduled or the whole process has to start again.
